Madaniyyāt, 'civic matters', comes from madanī 'civil' and madīna 'city'. Madīna is an old loan from Aramaic mdīntā, 'a jurisdiction', from ד-י-ן 'to judge' — the same word as Hebrew מדינה. Hebrew's 'district' became 'state', Arabic's became 'city'.
